Objectives

Over the years the Eastern Docks at Dover have expanded and evolved into a very different looking harbour from when they first had their high mast lighting installed. Dover had physically outgrown its lighting scheme with the construction of new berths and assembly areas and the required lighting levels were not being achieved efficiently. Also with the Dover Harbour Boards desire to be more environmentally aware they found that the mix of 1kw and 600W, ageing lanterns of the initial installation were not meeting their desired energy saving needs.

Dover Harbour Board were ultimately looking to achieve the optimum lighting design for the docks as they are laid out now, improving the overall efficiency and effectiveness of the high mast lighting whilst at the same time reducing the energy usage. Initial desk top studies showed that it may be possible to reduce energy consumption by at least 40%, reduce the number of floodlights by at least 40% and reduce the overall number of high masts required.

Due to the project being carried out at peak season and the Dock being in continuous use 24 hours a day 7 days a week, the customer required the company chosen to not only complete the works in the shortest possible time period but to ensure that the minimum amount of disruption was caused so as not to interfere with the normal use of the port. The team also had to be flexible enough to work around the continuous traffic flow at the port and overcome any issues caused by congestion that may occur.

The Dover Harbour Board was also looking for a company who could supply a turnkey package; they required a team who could "...design, manufacture deliver to site, erect, test and complete works and to remedy any defects...". CU Phosco® had supplied the masts for the original installation and were invited to submit a tender for this scheme.
 

Solutions

After extensive surveys of the new layout at Dover Eastern Docks CU Phosco's® lighting designers produced a new lighting design for the designated areas that was approved by Dover Harbour Board.

This lighting scheme adhered to the average lighting levels as set by the Harbour Board. After inspecting the existing masts and evaluating which were still serviceable and could be kept and which would need to be scrapped, the CU team worked around the existing mast locations to come up with a scheme that would produce both the optimum lighting levels but would also cause the least amount of disruption to the site. The new approved lighting scheme consisted of the refurbishment of 22 of the existing high masts and the installation of 3 new HAM9301 high masts as manufactured by CU Lighting at our Cleckheaton factory; 5 of the existing high masts were refurbished and repositioned in order to meet the optimum lighting levels required and 7 new foundation bases with associated cabling were constructed.


We also replaced the 400 existing flood lights with 217 FL500 floodlights and 15 P600 lanterns reducing the fittings by over the 40% required. In addition, only 600watt fittings were required for the new scheme. This led to a total reduction in energy consumption of about 50%. In addition CU Lighting Ltd also undertook other works including the installation of building mounted lanterns and the erection of 12 metre standard columns.

All luminaries are photo cell controlled from a central control point ensuring light levels are appropriate to the ambient light levels. Along the ship loading area a system was put in place so that when not in use there would be an average of 20 lux and when a ship was due in that they could manually ramp up the lighting level to an average of 50 lux.

As main contractor CU Phosco® were responsible for the entire project from start to finish; initial survey, lighting design, specifications details and drawings, project management and works associated with the installation including cabling, trenching work and installation of 7no foundation bases. CU Phosco® were also responsible for the traffic management crane operations all Health Safety & Welfare of employees, sub-contractors and any other persons on site.

The CU Phosco® Contract Services team liaised with the port's engineering, technical and operations functions to devise a Programme of Works. The main logistical issue to overcome was the constant stream of traffic on site, this was especially important when coming to the movement of 30m high masts around the area. In order to overcome this CU Phosco® had to be very flexible and adhere to strict time limits and work through many nights during the 2 month contract period.

The CU Phosco® Contract team liaised with the Harbour Board at all times to overcome any possible issues and weekly meetings were held in order to review the previous week's progress and discuss any change of action that may be required for the week ahead.

As members of Lumicom and the WEEE directive and in compliance with our firm environmental commitment all unwanted materials, for example the old high masts and lanterns were disposed of in the correct manner and recycled where applicable.












 

Response

The project has reduced energy consumption and the port's carbon footprint. In addition, the design of the FL500 fitting has achieved a noticeable reduction in the light pollution from the Eastern Docks. The reduction in the number of masts and fittings has reduced the maintenance requirement, further reducing operating costs.

All works were carried out in one phase within budget and well within the tight time scale laid out in the contract document.
